Introduction

As Oman continues to advance its infrastructure and diversify its economy in line with Oman Vision 2040, the role of Facility Management (FM) and Utilities has become increasingly critical. These sectors ensure the efficient operation of buildings, public spaces, and industrial facilities, while also supporting sustainability, cost optimization, and service quality.

What is Facility Management (FM)?

Facility Management involves a wide range of professional services that ensure the functionality, comfort, safety, and efficiency of the built environment. Key FM services include:

  • Maintenance of HVAC, electrical, and plumbing systems.
  • Cleaning and sanitation.
  • Security and safety management.
  • Space and energy optimization.
  • Logistics and support services.

What are Utilities?

Utilities refer to essential infrastructure services required for residential, commercial, and industrial operations, such as:

  • Electricity supply.
  • Water distribution.
  • Wastewater treatment.
  • Telecommunications.
  • Renewable energy solutions.

The Importance of FM and Utilities in Oman

  1. Operational Efficiency: Proper FM ensures smooth day-to-day operations, reduces downtime, and extends asset life.
  2. Improved Quality of Life: Clean, safe, and well-managed facilities contribute to healthier and more productive environments.
  3. Environmental Sustainability: Smart utilities and energy management systems help conserve water and energy resources.
  4. Support for Oman Vision 2040: These services underpin national goals around infrastructure development, sustainability, and innovation.
  5. Job Creation: The FM and utilities sectors offer a wide range of employment opportunities in engineering, technology, and skilled trades.

Examples of Successful Implementation in Oman

  • Smart Cities: Integrated FM systems are being deployed in urban development projects to monitor energy use and enhance service delivery.
  • Industrial Zones: Areas like Sohar and Duqm rely on robust utility infrastructure and professional FM services to ensure safety and productivity.
  • Healthcare and Education Sectors: Hospitals and universities across Oman utilize FM to maintain high standards of hygiene, safety, and operational reliability.

Challenges and Opportunities

While Oman has made great progress, challenges remain in localizing expertise, adopting smart technologies, and integrating systems. However, the FM and utilities sectors offer immense opportunities for foreign investment, digital transformation, and capacity building.

Conclusion

Facility Management and Utilities are fundamental to building a resilient, efficient, and sustainable future for Oman. As the country invests in smart infrastructure and urban development, these services will continue to play a vital role in ensuring long-term success and environmental stewardship.

In recent years, the Sultanate of Oman has made significant strides in the renewable energy sector, particularly in solar power, leveraging its geographic advantage with abundant sunlight throughout the year. A central part of this development involves the signing of solar energy agreements and partnerships between the Omani government and both local and international private sectors.

Types of Solar Energy Agreements in Oman

  1. Power Purchase Agreements (PPAs): These are long-term contracts between solar project developers and government entities like the Oman Power and Water Procurement Company (OPWP), where electricity generated from solar plants is sold at a fixed rate for a period typically ranging from 15 to 25 years.
  2. EPC + O&M Contracts (Engineering, Procurement, Construction + Operation & Maintenance): These contracts involve hiring specialized firms to design, build, and operate solar power plants, with potential transfer of ownership after a set operational period.
  3. Public-Private Partnerships (PPPs): These agreements encourage collaboration between the government and private investors, sharing both risks and profits, and attracting foreign direct investment into Oman’s green energy sector.

Key Solar Projects in Oman

  • Ibri Solar Power Plant: One of the largest solar projects in Oman, with a production capacity of over 500 MW, developed through a consortium of international and local companies.
  • Dhofar Solar Project: Designed to supply electricity to over 30,000 homes, this project is a model example of a long-term PPA with renewable energy goals.
  • Rooftop Solar Initiatives: Numerous agreements have been signed to install solar panels on schools, hospitals, and government buildings as part of Oman’s broader sustainability and decentralization initiatives.

Objectives of These Agreements and Projects

  • Enhancing energy security and reducing dependence on fossil fuels.
  • Achieving Oman Vision 2040 goals related to environmental sustainability and clean energy.
  • Attracting foreign investment and promoting green technology transfer.
  • Creating job opportunities in solar engineering, installation, and maintenance.

As part of its internationalization strategy, Aya Technology announced that it was signing a a preliminary agreement with the Central African country , a key player in the development of a green economy in Africa This partnership focuses on technologies for renewable energy production, such as solar power, solar power applications and the integration of renewable energies into the grid. Through this agreement, Aya Technology intends to strengthen its presence in the Mediterranean Basin, to confirm the international potential of its ecosystem, and to provide its members with new technical and business opportunities.
